O'Halloran hasn't played for Swindon's first team since breaking his leg almost two years ago in September 2001 against Bournemouth.
He wasn't offered a new contract at Swindon, but was told he could stay and carry on training with the team. It's not clear if O'Halloran will be moving for Conference side Forest Green, or if he moves their is only to improve his match day fitness.
