In the past few years they have been against plans to move to the "Front Garden" and the "Shaw Tip" and now don't seem happy with the idea to turn the County Ground into a 20,000 seater stadium, with an improved running track, and cricket pitch behind it.
If no agreement can be reached by the council and the club, then Swindon might be forced to move out of Swindon as Wimbledon did a few years ago by moving 70 miles to Milton Keynes. No new town has been suggested yet, but might be Newbury, or Bath, but this is a long term plan which is also unlikley to happen.
